About the Opportunity
BC Assessment is now searching for two Senior Business Analysts to support the nextGeneration valueBC Program. The Senior Business Analyst plays a key role in establishing and maintaining relationships with a broad set of internal subject matter experts.  Working on a team with other Business Analysts and Subject Matter Experts, the Senior Business Analyst uses innovation and judgment to translate business needs into effective and responsive systems.  In addition to the traditional business analysis responsibilities (requirements, participation in design, testing), the Senior Business Analyst also serves as the project manager for smaller projects.

If you are an experienced and passionate professional with a university degree in a directly related field such as Computing Science, Business Administration, Public Administration or related discipline with three years of recent related experience, or a related diploma with five years experience or related certificate/course work with six years of directly related experience, then this is the opportunity for you! You are experienced in all phases of the project/system development life cycle, and have demonstrated your ability to turn business problems into system solutions. Your previous duties demonstrate responsibility for setting priorities and managing IT system deliverables in addition to technology planning and complex project management.

As an enhancement to your education and experience, you may have Project Management Certification, and your work experience may demonstrate knowledge of property assessment/appraisal, group facilitation, test strategy development and design, and the development of adult learning methodologies/training and educational materials.

Please Note: An equivalent combination of education and experience may be considered.

In the first year, you can expect to be part of a team based initiative to:

  • document and assess the current business processes of BCA;
  • identify weaknesses, gaps, and opportunities for process improvements;
  • document 'to be' business processes based on an assessment of the 'as is' model and the recommended changes;
  • develop high-level business and non-functional requirements in support of a Request for Proposal for a replacement of the current core assessment system.
In addition, you will provide support for minor enhancements to existing system(s), from writing requirements through testing, training support and implementation.

Finally, you are a team player, focussed on problem solving and working collaboratively to come up with innovative solutions.

S&P/TSX Composite Index

The TSX stock exchange defines an index as a statistical measure of the state of the stock market, based on the performance of certain stocks. The performance of the index is typically viewed as a broad indicator of the direction of the economy. Originally known as the TSE 300 the composite index was created in 1977, with a base level of 1000 as of 1975. Through the years the index consisted of a sample of 300 companies, though the companies that comprised the index varied from year to year. Stocks were dropped when they no longer met exchange requirements for size and liquidity.

Effective May 1st, 2002 the index has been managed by Standard & Poor's Corp. of New York. The name was changed from the TSE 300 to the S&P/TSX Composite Index. Along with the S&P branding came new rules. Tougher criteria for meeting size and liquidity standards were imposed and there is now no fixed number of companies in the index. Since May 2002 the number of companies has dropped from 300 to 212 as of November of 2003.
